Syria rebels capture 150 troops in Aleppo, Idlib: NGO

Syrian rebels on Friday captured 150 regime troops and militia members in the northern city of Aleppo and the northwestern province of Idlib, the Britain-based Syrian Observatory for Human Rights said.

It reported rebels as saying they had captured 100 regime soldiers and militia members in Aleppo and another 50 in Idlib, citing videos distributed by Syrian activists.

The video of dozens of men in civilian clothing seated in a courtyard in Aleppo was filmed by a man describing himself as a member of the rebel Free Syrian Army.

The captured men tell the camera that they are in the Syrian army and the "shabiha" pro-regime militia.

"I am Colonel Mohammed Rashid Mohammed al-Mhmeid... I was arrested at the entrance of Aleppo," one says.

"I am Captain Fuad al-Hosh, commander of the Aleppo police in Shaar district. I was captured when I left my post," says another.

One man identifies himself as a member of the shabiha, saying he was captured in Hanano in Aleppo and had "killed a demonstrator."

Both rebels and troops have been massing in Aleppo for a major battle, but fighting has already taken place, including in the southern district of Salaheddin.

The Observatory said the second video shows the aftermath of fighting in the town of Maaret al-Numan in Idlib.

"After clashes that lasted 12 hours, rebels destroyed a military security post and captured 50 regime troops, including 14 officers," Observatory director Rami Abdel Rahman told AFP by phone.

Abdul Rahman said the fighters seized a large amount of weapons and ammunition from the military post near a checkpoint.

In the video posted on YouTube, rebels in civilian clothing are seen rummaging through what appears to be an old building used as government offices.

The person recording the footage walks through an arched hallway into an adjacent room, where a body with a severed arm lies on the floor.

One man tells the others: "Pee on him."

"No, he's already dead. Show some respect," another retorts.

Outside, the streets are littered with debris and teenage boys and men walk freely, toting Kalashnikov assault rifles.

"This is the largest street in Maaret al-Numan, which was controlled by the regime. It is now in the hands of the local rebels." the cameraman is heard to say.

IBM Connect Day 2012: Meet the experts | Thoughts on Cloud Blog

July is known for the well-established annual?IBM Connect Day 2012 in D?sseldorf, Germany.? The agenda was promising and I easily decided to join.

IBM invited people to share in the latest news about the IBM SmartCloud initiative. With more than 120 attendees, from managers to developers, strategic consultants and IBM Business Partners, the sessions have been watched from various perspectives.

This year?s motto, IBM Connect Day, was selected based on the full capability of mobile solutions into the cloud.

More than 20 breakout sessions, held by IBM and IBM Business Partners, IBM Connect Day showed the latest software releases and features.

Maria Gomez, Director of IBM Social Business and Collaboration Solutions for IBM Deutschland, gave an exciting keynote to introduce her view of how to drive social media in the cloud. Her three key messages were:

  • Prepare your environment for the next level.
  • Start small but be sure about the target.
  • Introduce the features available on the market already.

Knowing that my clients are not ready yet and that I have to drive their change, I picked a couple of sessions to prepare myself, concerning the following subjects:

  • Overall understanding of how to manage and introduce my applications to mobile devices
  • How to build a social portal accessible by every device
  • How to manage my device
  • How to move my Lotus Notes applications to mobile devices

From the variety of sessions (over 20), I picked the following:

IBM Lotus Mobile Strategy for Social Business presentation

The session was held by ?Mobile Mike? (Michael Hoffmann, IBM) and was all about Mobile First!.

The strategy is to develop new features for mobile devices with higher priority than for desktop or web-based applications. For most customers, the enormous diversity of requirements for mobile devices seems to be the biggest challenge. The answer was given in the session:

  • IBM Lotus traveler combines the out of the box IBM Lotus Domino capabilities for mobile devices.
  • The integration into IBM Sametime and IBM Connections will bring newly designed applications for mobile device. With 44 updates over the last year and 21 available apps, the focus is clear. Because the update lifecycle is independent from the major product release cycle, the attention on mobile apps is much faster.
  • Because buy your own devices (BYOD) is a natural driver, IBM strategy is to cover all mobile platforms to keep track of the variety of Android or iOS versions.

So what is new in the products?

  • This week, the announcement came for the IBM Traveler.? It is now able to use IBM Domino cluster service features, which will provide the full horizontal cluster capabilities as known from IBM Lotus Domino. On top of that, ?the Traveler for tablet Android devices has been launched.
  • IBM Sametime is providing an application for mobile devices. Chat, awareness, and telephony has been implemented. What is missing is the VOIP call feature, but this has already been announced for the next release. Call routing and one-number service are used to reduce call costs and bring more flexibility to improve communication. IBM Sametime meeting, launched from Apple iPad, Blackberry, or Android, connects employees to their home base at any time.
  • Working with IBM Connections mobile offers the possibility to use web browser apps, Connections 3.x mobile apps, and enterprise social collaboration in a single place. The drop box way of using files offline is the latest feature to also cover secured file transfer to mobile devices.

A lot of new features, yes, but how do I manage my devices from an enterprise and security perspective?

The challenge is still how to manage features and easy access versus managed security. The answers from IBM are:

  • Tivoli Endpoint Manager to take care of, for example, patching, anti-virus, or device wiping. The IBM Endpoint Manager has been extended to have a single product with a single console to manage desktops and also mobile devices. Security compliance and automated control are now available.
  • IBM Worklight brings a development suite so you can manage applications from a central management console.

  • Native mobile applications

In summary, the portal idea is not new, but the combination with social media seems to be the enabler for success.

It was time for me to see how my clients can make use of what I learned. Basically most of the applications are developed already and the challenge is to get them onto the devices. The first question to answer: How do we control and support the devices without running into a support nightmare?

The session I picked next was held by a Business Partner, Midpoints.de. Detlev Poettgen is already known to lead the mobile discussions of how to implement mobile devices in large environments. This chapter?is definitely a high level feedback from the session. As always Detlev was able to bring in so many details in a short time that for most of the audience, this was more than they have been able to work out in their own projects so far.

Three topics to summarize the session to rollout mobile devices are:

  • Platform considerations: Define the scope, replace old solutions, add additional solutions. The key is to focus on the target of what to reach ? should it be only email or other apps also?
  • Choose the target: How is the target for the device, BYOD, clear strategy on company and privately owned device. Pick the right number of devices to support.
  • What is needed: Device policy, configuration policy, device enrollment, clarity on duties and maintenance, monitoring and managing of devices, crystal clear communication about roles and responsibilities.

At the end of the session, we got a quick demo of the Midpoint iOS profiler, a mobile device management solution to manage my mobile device. It was impressive to see how easy rolling out and updating applications can be. The whole infrastructure is based on IBM SmartCloud solution powered by IBM Domino. I?ll definitely look into the details to check out the features in more depth.

Life after divorce can be taxing on anyone, especially if you are unsure about how to pick up the pieces. Many things in your life have dramatically changed, aside from your newly single status. It's likely that most of your friends are still married, and you have little or no way of meeting new people.

The first step to moving on after divorce is it to make new friends, especially new girl friends. They most likely will have awesome guy friends that they can then hook you up with. I am a big believer in networking, and from new women come new circles, and more importantly, new men.

After being a professional matchmaker for over 20 years and meeting thousands of women, I've complied the best places to meet new friends.

The first two places are nail and hair salons. There isn't an easier place to talk to women. All you have to do is feed them a compliment and then start up a conversation. If you're in a nail salon, comment on the nail color the girl at the dryer next to you has on. If you are at a hair salon, tell the girl in the chair next to you how much you love her new highlights/haircut/blow out etc. Once you give them a compliment, chances are you will start gossiping and laughing. Girls like to talk. If you feel that you clicked, there is no harm in saying something like, "There is a really cute new restaurant that has a great lunch menu, we should try it sometime so you can continue to tell me about (add whatever you were talking about here)."

Another place to meet new women is at the gym. This can be done in several different ways. For example, if you are at a yoga class and you see her doing a cool move, ask her about it. Ask her to spot you or to teach you the new ab exercise she is doing. If you're at the gym, you already have something in common -- you like to work out. Working out is so much better with a buddy. Talk about motivation!

Classes are also another way to meet friends after divorce, in addition to being a great way to pick up a new hobby and create a new life for yourself. There are plenty of classes that suit all interests. If you're into food and wine, try a cooking class or a wine tasting class. It doesn't hurt that the knowledge from these classes can help you with a future date! If you are more of the creative type, try painting or drawing lessons -- or even a creative writing class. If you are into fashion, try a jewelry making or interior design class.

Divorcees always encounter the same problem. The married people you used to go out with like to do couple-y things, and you no longer want to. That is exactly why you need to put yourself out there and make new girl friends. They are fun to hang out with, and will also know men to set you up with. Always remember that someone's ex could be your next and someone's trash could be your treasure!

(AP) ? One major Penn State donor says he might write the university out of his will, while others say neither the Jerry Sandusky child molestation scandal nor recent unpopular actions by the university's leadership are making them rethink their financial support for the school.

But how those issues resonate with alumni and other financial supporters ? groups whose philanthropy has sparked a building boom on campus in recent years ? could have repercussions for decades to come.

The university says it's too soon to gauge the effect on fundraising of the recent decisions to tear down Joe Paterno's statue and acquiesce to severe NCAA penalties, but there are signs of discontent.

"I happen to believe that giving money to this particular board of trustees and this particular president is flushing it down the toilet," said Chicago venture capitalist George Middlemas, a $10 million-plus donor and Joe Paterno loyalist since they met in the 1960s. "The university says, 'Well, our contributions are up.' That's because people are fulfilling their pledges, but they're not going to offer any new pledges, as far as I can tell."

Middlemas said this week he had plans to donate 50 percent of his residual net worth to Penn State after he died, but was reconsidering that decision.

"The longer these bozos stay in their position, the easier it's going to be for me to sign the paperwork that's in process right now," he said.

Super donor Lloyd Huck, a retired Merck & Co. chairman and former president of the school's trustees, called the scandal "a terrible situation," but he sees it as confined to several people and not something that will cause him to halt his contributions, which at last count totaled more than $40 million.

"It has not changed my attitude towards the university itself," Huck said. "It's still a great institution."

Bob Capretto, an Oakmont, Pa., real estate investor and donor who played defensive back on Paterno's first team, isn't satisfied with a recent report conducted by former FBI Director Louis Freeh but said that won't stop him from giving in the future. He said Paterno wouldn't want that.

"I think that would be knee-jerk and I think it would be temporary," Capretto said.

State College developer Galen Dreibelbis, listed among Penn State's $5 million-plus donors, said he hasn't decided if his philanthropy will continue, but either way, he does not want any of his money being used to pay a $60 million fine imposed by the NCAA.

"I'm going to do what the NCAA didn't do," Dreibelbis said. "I'm going to wait to see all the things that happened, and see what the clear effect of this (is), and then I'll evaluate for myself."

Penn State announced earlier this month that its $2 billion For the Future campaign, set to conclude in 2014, has reached $1.6 billion ahead of schedule, and that it had received $209 million over the previous year, the second-highest total in its history.

Ira Stolzer, a retired Hallmark Cards Inc. marketing executive and a member of the university's national championship gymnastics team in the 1970s, has been active in fundraising among former Penn State athletes as part of the campaign.

"I can tell you I've been on the phone nonstop for a week, and the single theme is: how can we help?" said Stolzer, who lives in Kansas City, Kan.

Some alumni are considering a court challenge to the NCAA sanctions, although their legal standing isn't clear. Penn Staters for Responsible Stewardship, a group critical of the trustees formed in the wake of Sandusky's scandal, is pursuing what it calls an "exploration of legal recourse."

On Friday, the Penn State Alumni Association's executive board sent an email addressing the scandal that asked its members to act to "shore up our university and restore our reputation" by volunteering with and donating to child abuse prevention and Penn State-related organizations, by becoming more active on campus, and to "communicate and tell our story."

The experience at some other schools suggests the steady drip of bad news may not translate into a significant drop in support.

Last year, after allegations arose that a University of Miami booster had for years treated football players and recruits to nightclub outings, dinners and trips to strip clubs, the school continued to raise money aggressively, and was well on the way to reaching a $1.6 billion goal.

After the University of Alabama was penalized by the NCAA in 2002 for recruiting violations, it received $24 million for athletic department facility upgrades.

Makeup of new Egyptian government seen complete next week

CAIRO (Reuters) - The makeup of a new Egyptian government is likely to be decided by the middle of next week, a presidential spokesman said on Wednesday, a day after the new prime minister was named by President Mohamed Mursi.

Irrigation and Water Resources Minister Hisham Kandil was designated as premier on Tuesday but some critics questioned whether the little-known technocrat had the political or economic experience for the job.

"Negotiations over the formation of the new government will end by the middle of next week," Yasser Ali told reporters.

"A statement will be issued soon or maybe tomorrow about what was achieved with regard to the formation of the presidential team," Ali added, in reference to talks to appoint Mursi's deputies and advisers.

Investors had been hoping for a premier able to tackle Egypt's urgent economic problems. The main index declined to a 1.5 percent close for the second day on investor skepticism about Kandil's political and economic experience.

Mursi himself was sworn in three weeks ago. The time it had taken him to name his prime minister underlined how Egypt is struggling to turn the new political freedoms brought by the overthrow of Hosni Mubarak in a popular uprising a year and half ago into an effective government.

Mursi, a Muslim Brotherhood politician and the country's first freely elected civilian president, is seeking to stamp his authority on a state where the military that assumed power from Mubarak still looms large.

Highlighting the continued influence of the generals, Kandil said Mursi was in contact with them on the choice of the new defense minister, a post currently held by Field Marshal Hussein Tantawi, who held the post for 20 years under Mubarak.

At least with the Little People of Ireland we know they exist, we just cannot see them. If we could only say the same thing about the impending arrival of a workable bureaucracy for Romania?s small farmers, ?we know it exists but we just cannot yet see it?.

One hears complaints that rural Romania does not contribute its share of tax revenues to the Budget, that the small farmer is under-taxed. It is something of a hollow argument as so many of the three million or so lead a semi-subsistence lives with little cash income. Yes they may sell some produce, maybe a little milk, some vegetables or grains, but this is likely to be outside the ?system?. They are unlikely to pay tax on the receipts or charge VAT on the products. But is the Budget really the loser in this?

It is easy to forget that the small farmer pays VAT on inputs like seed, fertilizers, animal feeds and diesel, all of which would be offset against any tax charges if the farm was a tax-registered business. For some, the VAT would be recoverable or offset against VAT charged on sales. Just how much is the budget losing due to small farmers not selling produce ?within the system?? A lot less than one might think as most small farmers would fall below the VAT-registration threshold. They would therefore only register for VAT voluntarily. Few would make a taxable profit.

How beneficial is it for the small farmers to operate within a formal tax and accounting system? They may have to declare income from produce, but they can also offset their input costs against tax. If they are registered it should be easier for the small farm business to access grants. Without registration, it certainly makes credits impossible. Hence, there are a few advantages for the small farmer to be within the system, but they do not seem to be sufficient for them to join. Just why is this? The simple answer is the cost and difficulty of actually running a business within the formal systems available. In reality, the bureaucracy associated with running a small farm business is just too great.

A while ago I wrote an article about the cost of a single piece of official paper for a small dairy farmer with five cows. When translated into terms relating to the farms milk production volumes, the cost can just be out of all proportion to the income generated on the farm, let alone its profits. It is within the untenable cost of the bureaucracy that the problem lies.

The first step for Romania with respect to helping its small farming sector evolve is to create a legal registration, accounting and tax declaration system within which they can rationally operate. It has to be very simple and cost-effective for both farmer and tax authority. It should not require overly frequent interactions. It should not require accountants or bookkeepers. It should be annual and it should require only the minimum of personal interface between the tax authorities and the farmer. At present the ?Individual Enterprise? system is evidently too complex.

The solution lies with allowing small farmers to operate within a very simple tax registration and accounting system. An example to follow could be the one as used in the United Kingdom which, at its simplest, allows an annual declaration of income, costs and profit, the so-called three-line account. Tax is simply levied on the profit.

Of course the bureaucracy will line up the reasons why such a system cannot be implemented in Romania. And one of the loudest cries will relate to the fact that the system does not allow the farmer to get tied up by the CAEN code system. To be honest, why does it need to be so? The UK also operates a management information system to collate data about business activity, but it also operates the above simplified tax accounts system. It is just a matter of allocating the numbers to a CAEN code once a year. Otherwise, simple can also only help the bureaucracy.

Integrating all the farmers into the fiscal system is a necessity. It does, however, require mutual trust. Above all it requires the use of a system that does not financially cripple the small business through its administrative burden. So let us please give Romania?s small farmers a chance. Let us develop a system that allows them to work efficiently and cost-effectively within the system, not outside it. To enable them to develop and evolve within a normal bureaucracy. Without changes and simplifications they will remain on the outside. Necessary to start is a recognition and acceptance that it is actually the current, too-complex system itself that keeps these Little People out in the cold.

Sec'y Clinton lauds headway in battle against AIDS

WASHINGTON (AP) ? Secretary of State Hillary Rodham Clinton says it's possible to virtually eliminate HIV-infected births and the U.S. is donating $80 million in new funding to help poor countries reach that goal.

Treating HIV-infected women so that they protect their babies is a key part of the Obama administration's goal of an AIDS-free generation.

Clinton told the International AIDS Conference Monday that the new money will help get those life-saving drugs to women who now slip through the cracks.

Clinton also says the U.S. is investing millions more to study what works best to protect the highest-risk population in hard hit countries? gay and bisexual men, sex workers and injecting drug users.

Her message: "If we're going to beat AIDS, we can't afford to avoid sensitive conversations."

Earlier, Dr. Anthony Fauci, the leading U.S. AIDS researcher, told the conference that science has provided the tools needed to slash new infections even without a vaccine ? if countries will put them in place.

Fauci said it won't be easy or happen overnight. In his words, "no promises, no dates but we know it can happen."

Fauci said "we want to get to the end of AIDS" but that "a lot of people, a lot of countries, a lot of regions have a lot to do."

Topping that list of tools is better treatment of people who already have HIV, so they're less likely to spread the virus. But Fauci also called male circumcision a "stunningly successful" step, pointing to part of Uganda that's stressing that step.

Researchers, doctors and patients attending the conference are urging the world's governments not to cut back on the fight against the epidemic when it is at a turning point.

There is no cure or vaccine yet, but scientists say they have the tools to finally stem the spread of this intractable virus ? largely by using treatment not just to save patients but to make them less infectious, too.

"Future generations are counting on our courage to think big, be bold and seize the opportunity before us," said Dr. Diane Havlir of the University of California, San Francisco, a co-chair of the International AIDS Conference.

"We must resolve together never to go backwards," Dr. Elly Katabira, president of the International AIDS Society, told the conference's opening session late Sunday.

More than 20,000 scientists, people living with HIV and policy-makers are meeting this week to figure out how to turn some scientific advances into practical protections, valuable additions to those tried-and-true condoms.

Studies show that treating people with HIV early, before they're sick, not only is life-saving for them but lowers their chances of spreading the virus through sex.

On another front, healthy people can take the daily AIDS medicine Truvada to lower their risk of infection from a sexual partner. Hard-hit countries are grappling with how to try that protection in their highest-risk populations.

Other goals include getting more HIV-infected pregnant women treated to protect their babies, and getting more men circumcised in developing countries to protect them from heterosexual infection.

But money is a big challenge during a global recession ? and for countries weary of the fight against a disease with an ever-growing number of people who need care. Today, there are 34.2 million people living with HIV, and while infections are dropping slowly, still 2.5 million are infected every year.

The world spent $16.8 billion fighting AIDS in poor countries, the hardest-hit, last year. But that's still $7 billion a year shy of the amount needed to nearly double the 8 million people getting life-saving drugs by the world's goal of 2015.

"This gap is killing people," UNAIDS chief Michel Sidibe told the conference. "My friends, the end of AIDS is not free. It is not too expensive. It is priceless."
