More Babies Born With Drug, Alcohol Withdrawal Symptoms (ContributorNetwork)

An increasing number of infants are born with drug and alcohol addiction and withdrawal symptoms, according to a study by the American Academy of Pediatrics. Treatment for babies in withdrawal might cause more addiction problems. Here are details about fetal addiction and postpartum withdrawal.

* According to the 2010 National Survey on Drug Use and Health, 4.4 percent of pregnant women ages 15 to 44 were using illicit drugs. Pregnant girls ages 15 to 17 had the highest drug usage (16.4 percent) and 7.4 percent of pregnant women ages 18 to 25 used illicit drugs. 10.8 percent of pregnant women ages 15 to 44 reported they regularly used alcohol.

* The Pediatrics study looked at different drugs delivered to babies in utero. Of the illicit drugs used, marijuana was found to be the most common. Prescription drugs, particularly opoid pain relievers, were another common form of drug abuse.

* According to Health Day, the Pediatrics study found that in some neonatal wards, as many as 25 percent of babies were being treated for withdrawal symptoms from inter-uterine drug exposure. Hospitals used newborn first stool and urine samples to look for the presence drugs or alcohol.

* Infants born to mothers who used alcohol or barbiturates showed various health issues such as irritability, shrill crying, vomiting, diarrhea, hyperactivity, poor sucking, tremors, seizures, restlessness, sleep issues, hypothermia and breathing problems.

* The study looked at infants born to mothers who used caffeine; these babies were shaky, had breathing and heart problems and vomited. Babies whose mothers used selective serotonin reuptake inhibitor antidepressants had similar withdrawal symptoms along with difficulty feeding and hypoglycemia.

* Infants whose mothers used marijuana during pregnancy did not show withdrawal symptoms, but maternal usage might affect the child's brain and behavioral development.

* Some effects of drug use don't show up immediately, but withdrawal symptoms might last as long as nine months. Alcohol addiction withdrawal might last 18 months.

NASA's newest Earth-watching satellite has sent back a breathtaking image of our "Blue Marble" that offers a taste of the orbiting observatory's vast capabilities.

The image release comes just a day after the satellite was given a new name: Suomi NPP, named for the late meteorologist Verner E. Suomi, a scientist hailed as the father of satellite meteorology.

Previously, the?satellite was known simply as NPP, an acronym for a mouthful: the National Polar-orbiting Operational Environmental Satellite System Preparatory Project.

The new name was announced Tuesday (Jan. 24), at the annual meeting of the American Meteorological Society in New Orleans.

Suomi NPP is equipped to do far more than provide Earthlings with some stunning views of their home planet. Five instruments are traveling aboard the first-of-its-kind satellite, designed to improve both short-term weather forecasts and the overall understanding of long-term climate change.

In addition, the technology aboard is designed to monitor natural disasters, from volcanic eruptionsto wildfires to floods.

The portrait above was compiled from images taken on multiple passes of the planet Jan. 4. It joins other spectacular images of our home planet, including the iconic one taken by the crew of Apollo 17 in 1972 ? one of the most widely distributed images in history ? and?views taken by retreating space probes?such as Voyagers 1 and 2.

NASA launched the satellite Oct. 28, 2011, from Vandenberg Air Force Base in California.

The mini-van-sized satellite is designed to operate through the end of 2016.

Britain says Afghan withdrawal must be carefully phased (Reuters)

LONDON (Reuters) ? Foreign troops must carefully phase their withdrawal from Afghanistan ahead of an end-2014 deadline, British Prime Minister David Cameron said on Saturday, after France suggested giving Afghan forces full responsibility for security in 2013.

"I don't want to see some sort of cliff edge in 2014 when all of the remaining troops come out at once," Cameron said during talks in London with Afghan President Hamid Karzai.

"But clearly, between now and 2014, the rate at which we can reduce our troops will depend on the transition to Afghan control in the different parts of Afghanistan..."

French President Nicolas Sarkozy said on Friday France would pull its combat troops out at the end of 2013, a year before an end-2014 deadline fixed by the United States and its NATO allies for handing over responsibility for security to Afghan forces.

"We have decided, in agreement with President Karzai, to call on NATO to give some serious consideration to the Afghan army taking full charge of NATO combat missions in the course of 2013," Sarkozy said at a news conference with Karzai in Paris.

He said he would raise this at a meeting of NATO defence ministers in Brussels on Feb 2 and 3.

However, some foreign troops, Sarkozy said, would stay on after 2013 to train the Afghan army - which western countries are building up with the aim of making it strong enough to maintain security without outside help after the end of 2014.

Foreign countries are already handing over responsibility for security in parts of Afghanistan to Afghan forces.

The idea of speeding up that transfer has been floated in the past, in part to provide a cushion to Afghan forces to take charge of security at a time when foreign troops would still be available to help in an emergency.

It was unclear whether Sarkozy's suggestion was meant merely to feed into this debate, or whether he was expecting the United States and its allies to agree to a serious acceleration in handing over to Afghan forces.

In Washington, U.S. defence officials said the United States, which has the lion's share of foreign troops in Afghanistan, was standing by NATO's goal of gradually handing over security responsibilities to Afghan forces by 2014.

"That transition has begun, and we have made considerable progress toward this goal over the past year, thanks to the gains of the military surge and the development of Afghan security forces," Pentagon press secretary George Little said.

Consultations on transition would continue at the meeting in

Brussels next week, he said, ahead of a NATO summit due in Chicago in May.

A U.S. defence official said that, "U.S. forces continue to plan to transition through to the end of 2014. Our policy has not changed."

In Brussels, a NATO spokeswoman echoed the Pentagon's comments, saying "transition is well on track to be completed by the end of 2014, as we all agreed."

SUPPORT AFTER 2014

Foreign countries have promised to support Afghanistan with aid and advice for years after combat troops leave.

But they have scaled back their ambitions for Afghanistan to seek a minimum level of stability that would prevent the country from again becoming a haven for al Qaeda.

The United States also began talks with Taliban insurgents in late 2010 in a slow-moving process to try to reach, or at least begin to shape, a political settlement by the end of 2014.

With the western troop presence becoming increasingly unpopular inside Afghanistan, some officials have said the withdrawal of troops might make it easier to reach a settlement with insurgents - who use their opposition to foreign forces to rally support.

Cameron plans to pull out 500 British soldiers this year but has not yet set out a timetable for further withdrawals.

He made clear, however, that British combat troops would stay to the end of 2014 - though Britain has said it will not expand its area of operations in southern Afghanistan to fill in for departing troops from other countries.

"We ... want to have a long-term relationship with Afghanistan, long after our combat troops come home, and that will happen at the end of 2014," he said.

Britain has some 9,500 troops in Afghanistan as part of the 130,000-strong NATO-led force. U.S. forces number some 90,000. France has 3,600 troops in Afghanistan.

Karzai and Cameron signed a partnership agreement setting out how their countries would work together after 2014.

Karzai said the agreement "will take us into a future where Afghanistan will benefit from the assistance and cooperation and help of Britain towards becoming a fundamentally strong democratic state." The Afghan president was asked no questions at a tightly controlled media event.

Run! Spartacus and his rebels are on the loose! In the Season 2 premiere of Spartacus: Vengeance, we see that no Roman is safe ? not even those spending their hard-earned coin at a brothel!

It's war between Spartacus' unwashed gang and the Romans, mainly Gaius Claudius Glaber and new pup Seppius, whom we foresee will be equally annoying and entertaining. Also, what's with the Folgers-ad-worthy banter and chemistry between him and his sister Seppia? Meanwhile, after the rebels go on a bordello killing spree, Crixus learns that his love Naevia is being sold from dominus to dominus as a sex slave. We also see Oenomaus running around incognito in a hooded robe, Lucretia has survived her abdomen wound but isn't quite sane, and Glaber is forcing his wife Ilythia to hang out in Capua while he seeks to defeat Spartacus.

Spartacus: What to expect in Season 2 (beyond the blood and bodies)

Let's check out this week's "Ew!" moments:

The Blood - Body count*: innumerable. In the opening battle, it was Agron brutally bashing one of the Roman's heads into a stone repeatedly that had us covering our eyes (and ears!). Later, Oenomaus makes short work with some men who attack him in an alley ? breaking one assailant's arm so that the bone sticks through the skin and then splitting another guy's abdomen from bottom to top, much as one would do with a human-sized haggis. There's plenty of naked bodies getting sliced and chopped up in the brothel massacre, but two rather disturbing highlights include one large Roman voyeur getting his throat impaled from behind and then Crixus using a ruthless interrogation tactic: wiggling his finger around in the slaver Trebius' fresh sword wound. Ouch!

The Bodies - Total scenes: 2.5. There's minor nudity scattered throughout the episode, and Ilythia gets hot and bothered flashing back to her masked tryst with Spartacus, while in reality, Spartacus is having unmasked relations with Mira. But really, this episode is all about the unique tour of the whorehouse, in which we see ladies and gents alike being manhandled and abused. Although there's plenty of sex, it's not really sexy considering these slaves can't fight back and Spartacus' men are splashing blood and entrails everywhere.

Best Line of the Week: From one of Spartacus' men: "You had me at whores."

*It should be noted that we may have to dispense with the body count this season now that it's open season on Romans and freed slaves alike. "I tried to [keep track] this season," series star Liam McIntyre told TVGuide.com in early January, "but because they're not in an arena where it's nice and tidy one-on-one, it's just ridiculously massive."

Senegal Elections: President Cleared To Run For 3rd Term, Pop Star Not On Ballot

DAKAR, Senegal ? Senegal's opposition called on the population Saturday to rise up against President Abdoulaye Wade's decision to run for a third term, a move that foreshadows more unrest after a night of clashes that saw a policeman stoned to death in the normally peaceful nation on Africa's west coast.

The streets of the capital were strewn with debris, sign of the riots that spread from a downtown square to the interior of the country late Friday after the country's constitutional court approved Wade's candidacy in next month's election.

The constitution was changed soon after the 85-year-old Wade took office in 2000 in order to impose a two-term limit. He argues that because the law was not in effect when he was elected, it should not apply to him.

In a statement Saturday, the M23 coalition representing all the major opposition candidates running in the election said the court had betrayed the people.

"A black page has been written in the history of our country by the decision to validate the candidacy of Abdoulaye Wade," the statement said. "We are inviting the population to organize and mobilize themselves to face Wade. The combat has started."

Opposition candidate Macky Sall, a former prime minister under Wade who is now running to unseat him, said they had given "the order" for people to take to the streets. He denied that future protests could turn violent.

Police spokesman Col. Alioune Ndiaye said an officer had been killed late Friday during the riots that followed the court's verdict. A graphic video posted on YouTube shows a body lying on the ground, a cinderblock lying near his head, as a group of young men hurl more rocks.

"I can confirm that one policeman was killed," Ndiaye said. "He was attacked and he was hit in the head by a brick. He was stoned to death," he said.

On Saturday, police detained Alioune Tine, a leading opposition figure who was the organizer of Friday's protest. The other members of the M23 coalition attempted to visit him at the Criminal Investigations Division ? including international pop star Youssou Ndour. The Grammy-award winning singer tussled with police after they barred him from entering by shoving him back.

Fourteen candidates were cleared by the court to run in the Feb. 26 election. Among those whose applications was not validated is Ndour, who according to the court did not turn in enough valid signatures on his petition. Ndour is appealing the decision, and after the fracas at the police station, he told reporters that the government is afraid of him.

"They are afraid of me because they know that Senegal was asleep, and I woke it up," he said. "Senegal is not a deed for a house belonging to Abdoulaye Wade."

Senegal finds itself at a crossroads before the Feb. 26 election. The dispute over the legality of Wade's candidacy is compounded by the worsening economic situation, including spiraling prices and grinding unemployment.

Wade has alienated many former allies as well as the population by giving an increasing share of power to his unpopular son. Corruption scandals have erupted at regular intervals, detracting from the government's achievements which include the building of numerous roads and bridges.

In 2008, an audit of the Ministry of the Family discovered that officials there had billed the government for coffee spoons costing $74 a piece. The entire cutlery set cost Senegal nearly $30,000.

Oil price waver on Persian Gulf supply concerns (AP)

Oil prices moved in a narrow range Friday as Iran prepared to consider a ban on crude sales to European Union countries.

Iranian leaders are scheduled to debate the ban Sunday in response to EU plans to embargo Iran's oil by summer because of that country's nuclear program. Investors worry that any ban could cause supply disruptions.

Benchmark oil fell 14 cents to finish at $99.56 per barrel after climbing as high as $100.63 per barrel earlier in the session. Brent crude rose 67 cents to end at $111.46 per barrel in London.

EU countries account for about 18 percent of Iran's oil exports. Analysts believe any shortfall in Europe could be made up by other countries. If it stops selling oil to Europe, Iran should find takers in Asia. China is its biggest oil customer.

Iran also has threatened to block the strategic Strait of Hormuz in the Persian Gulf. About one-fifth of the world's supply of oil is shipped through the strategic waterway. The U.S. and other nations have said they will not tolerate an Iranian blockade. U.S., British and French warships regularly patrol the Gulf.

In other trading, gasoline futures jumped almost 3 percent on concerns about future supplies after next month's closure of the big Hovensa refinery in the U.S. Virgin Islands. It produced about 350,000 barrels per day, but the high price of crude has made it unprofitable. The closure comes as many refineries slow down for regular spring maintenance.

Gasoline futures rose 8 cents to end at $2.92 per gallon. Futures prices are up about 10 percent since the start of the year.

Natural gas prices rose again on Friday, after dropping more than 4 percent on Thursday. Futures contracts rose 7 cents, or 2.8 percent, to finish at $2.68 per 1,000 cubic feet.

Natural gas hit a 10-year low last week, driven down by huge supplies and mild winter weather that's kept furnaces turned down. Now forecasts show a colder weather pattern emerging for the Midwest and the Northeast in February, which would mean more natural gas will be needed for heating. The buildup of natural gas supplies may also slow as producers cut back. Chesapeake Energy, ConocoPhillips and Consol Energy said this week that they would reduce some natural gas operations.

Heating oil futures rose 2 cents to end at $3.07 per gallon.

At the pump, AAA says the national average for a gallon of regular gasoline rose a penny on Friday, to $3.39. That's about 15 cents more than a month ago and nearly 29 cents more than a year ago.

State Deptartment says Keystone bill raises legal questions (Reuters)

WASHINGTON (Reuters) ? A Republican proposal in the House of Representatives to strip President Barack Obama's authority to rule on the permit for the Keystone XL Canada-to-Texas oil pipeline raises serious legal issues, a top State Department official said on Wednesday.

Obama denied TransCanada's application for the oil pipeline on January 18 because he said there was not enough time for the State Department to review an alternate route that would avoid a sensitive aquifer in Nebraska within a 60-day window set by Congress.

TransCanada has reapplied for a permit, and Republicans are working on legislation to try to speed approval for the $7 billion project, which would carry crude from Canada's oil sands to Texas refineries.

The pipeline would help lower gasoline prices and create "tens of thousands of jobs," said Fred Upton, chairman of the House Energy and Commerce Committee.

One bill, proposed by Representative Lee Terry of Nebraska, would give authority to approve the project to the Federal Energy Regulatory Commission, an energy regulator.

But the State Department official charged with reviewing the Keystone plan said authority for the pipeline should stay with the administration because of the foreign policy and complex economic, environmental and safety issues involved.

Terry's bill "just imposes narrow time constraints and creates automatic mandates that prevent an informed decision" on the pipeline, said Kerri-Ann Jones, an assistant Secretary of State for the Bureau of Oceans and International Environmental and Scientific Affairs.

Jones told lawmakers the legislation "raises serious questions about existing legal authorities, questions the continuing force of much of the federal and all of the state and local environmental and land use management authority over the pipeline, and overrides foreign policy and national security considerations."

She said, "We don't even have a complete route for this pipeline."

'REFEREES' GIVE REPUBLICANS RED FLAGS

The hearing got off to a fiery start, with Democratic members accusing Republicans of taking direction on the issue from oil companies and other corporate donors.

"The legislation we're considering today is an earmark that benefits just one project," said Henry Waxman, the top Democrat on the committee.

Six environmental protesters dressed as referees sat in the front row, lifting red flags each time Republicans talked about the thousands of jobs that would be created by the project - jobs numbers that environmental groups dispute.

Environmental groups are trying to stop the pipeline because of concerns about greenhouse gas emissions from processing Canada's oil sands into crude.

TWEAKS POSSIBLE-TERRY

Republicans in the House and Senate have not finalized their strategy on Keystone, which has become an issue in the 2012 U.S. presidential election campaign. But getting a Keystone bill approved faces hurdles in the Democratic-controlled Senate, and also ultimately would need to be signed by Obama to become law.

The nonpartisan Congressional Research Service found in a legal analysis released last week that Congress has the constitutional right to legislate permits for cross-border oil pipelines like Keystone.

Republican Senator John Hoeven is working on legislative language that would let Congress approve the permit, and a group of House Republicans introduced a similar measure on Tuesday.

A senior official with the Federal Energy Regulatory Commission said the agency did not have a position on Terry's bill, and would implement the law if Congress passes it.

But Jeff Wright, director of FERC's Office of Energy Projects, said the agency has no experience with siting oil pipelines. He listed several technical issues the agency would have in implementing the bill as it is currently written, and said the agency would need more than the 30 days in the bill to make a determination on the project.

Representative Terry dismissed the State Department's assertions that his bill poses legal issues, explaining there was a stack of State Department environmental studies "two or three feet" high that could be used by FERC in its review.

Environmental fears may scupper Obama's energy vision

US energy independence, especially through the expansion of natural gas production from deep shale beds, was a major theme of President Barack Obama's 2012 State of the Union address. Addressing both houses of Congress, he said:

"We have a supply of natural gas that can last America nearly 100 years, and my Administration will take every possible action to safely develop this energy. Experts believe this will support more than 600,000 jobs by the end of the decade."

But as New Scientist reports this week, public fears about the health and environmental risks of "fracking", the method used to liberate gas from shale, could undermine those plans. Even though some scientists argue that the risks are overstated, growing opposition threatens to stall the expansion of shale gas production.

Obama's focus on shale gas was not surprising. In an election year, energy and the jobs associated with it are a major battleground. Obama is vulnerable to attacks on the issue following his rejection of plans to build the Keystone XL pipeline, which would have moved bitumen from the Alberta oil sands to refineries on the Gulf of Mexico.

Republican opponents were quick to attack Obama's boasts that domestic oil and gas production have risen during his presidency. After the speech, California Representative Darrell Issa had this to say:

"It's just a blind accident, if in fact we are producing more oil or natural gas than in previous years, because it's not because of any of his efforts."

In his address, Obama talked of "a future where we're in control of our own energy", echoing an energy independence theme adopted by US presidents since Jimmy Carter in the late 1970s. Can he succeed where all his predecessors have failed?

Since President Barack Obama was 11 years old when Alinsky died, what, if anything, he learned from Alinsky, the inventor of community organizing, is not known. Given some moves the president has made in office, it?s not immediately apparent that Alinsky?s political genius rubbed off on him.

Were he around today, Alinsky, the old street fighter who died in 1972, would be delighted with all this. He was at his best when the empty suits and stuffed shirts trained their guns on him. I say that having known Alinsky for almost 20 years, worked for him for 10 of them and watched him in action countless times.

On a debate stage he would take the former speaker with ease because you could not bully Alinsky into the embarrassed mumbling to which Gingrich?s GOP rivals have been reduced. It would be no contest ? for Alinsky was a witty man who could have easily ridiculed Mr. Roly-Poly?s claims of being the all-knowing historian.

Alinsky called himself a radical not because he was a devotee of an economic or political doctrine. He didn?t use the abstract terms that Gingrich uses, like capitalism, free market or socialism. Radical to Alinsky meant tough, smart, practical, persevering, fearless.

He contrasted that to the non-radicals, the softies, the pushovers, the liberals and the conservatives. None of whom you could count on in a knife fight.

HIV-infected man fights to become Atlanta officer (AP)

ATLANTA ? A former investigator with the city of Los Angeles says Atlanta police rejected his job application solely because he has HIV.

The 40-year-old man sued the city of Atlanta, and a federal appeals court is going to hear arguments in the case Wednesday. Police departments, gay rights groups and health organizations are closely watching the lawsuit.

Atlanta police say a doctor recommended not hiring the man because he posed a health threat to the public. They say they did not reject his application outright because he has HIV.

Police departments have gone to court over the issue before. The lawsuits have either been dismissed by judges who sided with the departments or they have been settled out of court, with those agreements being confidential.

Study Fails to Confirm Existence of Arsenic-Based Life

A new analysis by open-science advocates present a 'clear refutation' of a controversial finding that appears to undermine assumptions about how essential phosphorus is for life

A strange bacterium found in California?s Mono Lake cannot replace the phosphorus in its DNA with arsenic, according to researchers who have been trying to reproduce the results of a controversial report published in Science in 2010.

A group of scientists, led by microbiologist Rosie Redfield at the University of British Columbia in Vancouver, Canada, have posted data on Redfield's blog that, she says, present a ?clear refutation? of key findings from the paper.

?Their most striking claim was that arsenic had been incorporated into the backbone of DNA, and what we can say is that there is no arsenic in the DNA at all,? says Redfield.

But the authors of the Science paper are not retreating from their conclusions. ?We are thrilled that our results are stimulating more experiments from the community as well as ourselves,? first author Felisa Wolfe-Simon, now at the Lawrence Berkeley National Laboratory in California, wrote in an e-mail to Nature. ?We do not fully understand the key details of the website experiments and conditions. So we hope to see this work published in a peer-reviewed journal, as this is how science best proceeds.?

Open criticism
In the Science paper, Wolfe-Simon and her co-workers reported that they had found a bacterium called GFAJ-1 that can use the element arsenic in place of phosphorus in molecules essential to life (see Arsenic-eating microbe may redefine chemistry of life). This was surprising because phosphorus is thought to be essential for life, whereas arsenic is usually toxic.

But after Redfield and others raised numerous concerns (see Microbe gets toxic response), many of which were published as technical comments in Science, Redfield put the results to the test, documenting her progress on her blog to advance the cause of open science.

Redfield grew GFAJ-1 bacteria in arsenic and a very small amount of phosphorus, as had Wolfe-Simon and her colleagues. She then purified the DNA from the cells and sent it to Marshall Louis Reaves, a graduate student at Princeton University in New Jersey. Reaves used a caesium chloride gradient to separate the cells' DNA into fractions of varying densities, then used a mass spectrometer to identify the elements present in each fraction of DNA. He found no arsenic in any of the DNA.

But Redfield?s methods might leave defenders of the arsenic life hypothesis some wiggle room. For instance, Redfield was unable to grow any cells without adding a small amount of phosphorus. Because it is not clear how much phosphorus was used to grow the bacteria in the original paper, its authors could argue that Redfield's cells were not sufficiently phosphorus-starved to be forced to use arsenic in its place.

Wolfe-Simon also says she would not expect to find arsenic in DNA analysed on a caesium chloride gradient, because the arsenic-containing DNA might be so fragile that it would break apart and appear only in very faint bands separate from the bulk of the cell's DNA.

However, Redfield says that Reaves analysed all of the DNA purified on the gradient, so he would have detected any arsenic. Redfield also analysed the size of DNA from cells that had been stored for two months in her lab refrigerator. The DNA fragments from cells that had been grown with and without arsenic were similar sizes, indicating that DNA from arsenic-grown cells is not unstable.

He said he was "detained" at a small cubicle.? He was later escorted out of the airport by local authorities and missed his flight to Washington for a Senate session. .

Paul's communication director Moira Bagley, (@moirabagley,) tweeted at about 10 a.m.: ?Just got a call from @senrandpaul. He?s currently being detained by TSA in Nashville.?

Paul, the son of Republican presidential candidate Ron Paul, said the situation reflects his long-standing concern that the TSA shouldn't be "spending so much time with people who wouldn't attack us."

In September 2011 Congressional hearing, Sen. Paul said, "When the TSA head [John S] Pistole was here, he said, well, we need to do these invasive searches ... absolutely, we have to because an 8-year old in Kandahar exploded a bomb. To me that shows a bit of naivete to think that somehow there's a similarity between an 8-year old in Kandahar and an 8-year old in Bowling Green, Kentucky."

Paul added: "We have to bring some sense to what we're doing in this country ... we treat everybody equally as a terrorist suspect."

The TSA responded to today's incident:

?When an irregularity is found during the TSA screening process, it must be resolved prior to allowing a passenger to proceed to the secure area of the airport,? according to an official statement released by TSA. ?Passengers who refuse to complete the screening process cannot be granted access to the secure area in order to ensure the safety of others traveling.?

Should Queen Elizabeth be a 'have-yacht' among have-nots?

Reports that a British government official proposed that the royal yacht for Queen Elizabeth be funded with public money has stirred up anger in a time of austerity.

It?s the other big boat story this week: Does Queen Elizabeth need or deserve a new royal yacht to mark her 60th?year on the throne? The debate is hotting up, with Prime Minister David Cameron sailing into rough seas of opinion after supporting the idea, despite an epic year of job loss and austerity in the United Kingdom.

Cameron?s Liberal Democrat coalition partner Nick Clegg, who has been pushing ?tax the rich? schemes of late, told reporters it was a debate about ?haves and have-yachts.?

In a memo this fall, Education Secretary Michael Gove floated the idea of funding a?$125 million yacht with Britain's public funds.?Mr. Gove,?a staunch monarchist,?was worried that her majesty?s Diamond Jubilee could be overshadowed by the 2012 Olympic Games to be held in London.?

The proposed vessel would replace the former royal yacht Britannia, whose decommissioning in 2006 caused a famous tear from Queen Elizabeth.?

The notion of using public funds to buy a yacht for one of the world?s richest women in the midst of a dire economic climate was quickly scotched by Mr. Cameron, who favors private financing for the idea.?

British newspaper The Guardian broke the story?about Gove's suggestion that public funds be used for the gift and later reported that Prince Charles and a prominent rear admiral supported the plan. (In an article today headlined?"Britannia CAN rule the waves!" The Daily Mail ???a major proponent of the project and often of the monarchy ??rejected the claims that Gove had proposed public funding.)

Since the Guardian broke the story and the government made strong reassurances that the project would not receive public funding, the charity behind the plan has set out to campaign for private donations instead.

Plans for the yacht to be turned into a self-financing training and instructional vessel are in the works, should the proposal pan out.?However, potential donors say it is still unclear how much of the upkeep, security, staff, and other often hidden expenses of large vessels will cost the public.?

Queen Elizabeth is still going strong in her Diamond Jubilee year, and has achieved a singular level of popularity among ordinary Brits that is helping the monarchy and the damaged reputation of the royal family, says Nick Spencer of Theos, a public theology think tank.

?But this is very badly timed,? says Mr. Spencer.

All 2011 unemployment insurance benefits taxable (AP)

The jobless rate is dipping, but millions of people are still out of work. And that could have implications when they file their income tax returns.

Collecting unemployment insurance benefits? All that you received in 2011 is taxed as income. Unless you requested that federal taxes be withheld, you could be in for a big surprise when you calculate taxes owed.

"People tend to believe unemployment benefits are still not taxable," said Bob Meighan, a vice president at TurboTax. That was the case in 2009, for the first $2,400 in unemployment benefits. But that provision was not renewed by Congress.

If it's any consolation, you may find yourself in a lower tax bracket because of reduced income, even counting the unemployment benefits. And you might also be eligible for tax breaks that you didn't qualify for before.

"If you have major household changes, say you lost your job in 2011, we encourage people to take a close look at things like the earned income credit," Internal Revenue Service spokesman Terry Lemons said.

He said people should go ahead and file their taxes even if they don't have the money to pay any taxes that are due. "There are more options there than many people realize," he said, including installment agreements.

The aftermath of the Great Recession, which gripped the nation from 2007 to 2009, is still being felt across America. Employers still worried about the state of the economy are hesitant to bring on new workers. And many of the more than 13 million unemployed people have stopped looking for jobs.

For those who spent part or all of 2011 searching for work, there are tax breaks.

"All of those job search expenses are deductible ? the stationery, the long-distance phone calls, the hotels, anything you can relate to the job search," said Jeff Schnepper, author of "How to Pay Zero Taxes" (McGraw-Hill, 2011).

To qualify for this deduction, you have to be looking for a job in the same field or profession as your previous one. Expenses incurred trying to get your first job are not deductible. "Until you start working, you don't have a profession," Schnepper said.

You also have to itemize. And the cost of preparing your resume, working with job search services, mileage and other job search expenses has to exceed 2 percent of your adjusted gross income if you are to benefit, according to Greg Rosica, tax partner with Ernst & Young.

Make sure you save your receipts. "You have to be able to substantiate," he said.

Those out of work may find the jobs have dried up in their cities or towns. "Many people are picking up and moving to where the jobs are," Meighan said.

If you land a job across town or across the country, you might be eligible to take a deduction for moving expenses. "It's an above-the-line deduction, dollar for dollar a reduction in your income," Schnepper said. In this case, unlike job-search expenses, you don't have to itemize to take advantage of the deduction.

To qualify, there's a distance test that has to be met: Your new job has to be at least 50 miles farther from your old house than your former job was.

Also unlike the job-search deduction, you can deduct moving expenses even if this is your first job, provided your workplace is at least 50 miles from your former home. Same if you're returning to work after being unemployed, the IRS says.

And there's a requirement that you work at least 39 weeks in the new location over the first 12 months in the new area. You can take the deduction even if you started your job late in the year and won't meet the time test in 2011. But if you fail to meet it in 2012, you'll either have to file an amended return or report the deduction as income when you do your 2012 taxes.

What's deductible?

The IRS says expenses that are "reasonable for the circumstances of your move." That includes the cost of moving yourself and members of your household, as well as your household goods and personal effects. Shipping a car or the family pet is covered.

If you drove to your new home during the first half of 2011, the mileage rate is 19 cents per mile. The rate for July through December is 23.5 cents a mile. Or, the IRS gives you the option of deducting the actual cost of gas and oil for the car. But if the car broke down on the move, you cannot deduct the cost of the repair.

The cost of lodging on the way to your new home is deductible, but not the meals you eat on the road.

These days, "moving can be hard to do," especially if you can't sell your house in the depressed housing market, said Mark Steber, chief tax officer for Jackson Hewitt Tax Services. If you decide to commute to the new job instead of relocating, those commuting expenses are not deductible.

To claim the moving expense deduction, file Form 3903 with your tax. IRS publication 521 provides more information.

If you went back to school to train for a new job, you may qualify for the American Opportunity Credit, which is partially refundable, or another education tax break.

Looking ahead to 2012, if you're still on unemployment you can use Form W-4V to voluntarily request that a flat 10 percent tax be withheld.

"Withholding on these payments is voluntary," the IRS said. "However, choosing this option may help avoid a surprise year-end tax bill or a possible penalty for having paid too little tax during the year."

FOXBORO -?Legacy game. There's a ton on the line for both the Ravens and Patriots on Sunday and it goes beyond just the Super Bowl. It goes to the story of the franchises and how the final chapter (or chapters) of their eras of excellence will be written. For all their brilliance since the millennium, the Ravens have just one Super Bowl appearance in 2000 to look back on. Ray Lewis, Ed Reed and the brilliant defense is on the downturn. Will those future Hall of Famers get back to the title game? For the Patriots, they aren't trying to separate from other great teams as much as they are staking their claim as the best assemblage ever. A fourth Super Bowl title in the sixth visit to the game in 11 seasons? No other team, no other coach-quarterback combo can compete with that. And that includes the Niners and Steelers.

WHEN THE PATRIOTS HAVE THE BALL
It starts with protection. Keep the Ravens ravenous defense off of Tom Brady and then let things flow from there. Obviously, easier said than done. Terrell Suggs has traditionally been a burden for the Patriots offensive line. He will make plays off the edge if not given extra attention. That's a guarantee despite the success Matt Light's had this season against some top-tier pass rushers. The dangerous thing about the Ravens pass rush is that it can come right up the guy with nose tackle Haloti Ngata leading that charge. It will be a numbers game and - with Ngata and Suggs commanding multiple blockers - that reduces the number of guys who can be out in routes. The Patriots don't figure to line up and pound the ball on the Ravens. It's about Tom Brady and his elite weapons Rob Gronkowski, Wes Welker and Aaron Hernandez. Just like the Patriots in protection, the Ravens are looking at?a?numbers game because they all command extra defenders. Look for the Patriots to slowly ease into this game offensively. There will be deciphering for Brady to do and bad plays to stay out of until he figures out what the Ravens game plan is. It promises to be a fascinating chess match between the two strongest parts of these two excellent teams.

WHEN THE RAVENS HAVE THE BALL
And here is the ugly contest. Both the Ravens offense and Patriots defense are the ordained whipping boys for their respective teams. Last week, Joe Flacco gave detractors artillery with an ugly game against the Texans. It was a performance that showed that Flacco - while composed and accurate when comfortable - can get tremendously unnerved and uneven under pressure. Whether the Patriots have the ability to bring the same kind of pressure against Flacco that Houston did is a tall order. But the Patriots will have to unnerve him and they'll be better able to do that if they keep him in second or third-and-long. To do that, holding down the terrific Ray Rice both out of the backfield on screens and wheel routes and on simple tosses and handoffs is the jey measure. Huge game for the Patriots front-seven in that regard. One key for the Ravens could be the outside receiver combo of Anquan Boldin and Torrie Smith. A tough, possession guy and a speed guy who will challenge a Patriots defense that has a feature film of poor pass defense highlights.

THE KICKING GAME
Kind of a wash with the specialists. Billy Cundiff and Sam Koch are on a level with Stephen Gostkowski and Zoltan Mesko for the Patriots. The Ravens have been a little generous on returns - 11.9 on punts, 29.2 on kickoffs - the Patriots haven't torn off many big ones. So we'll see if the Patriots can ger an advantage there. They also have had some special turnovers so watch for the big play in the kicking game.

GAME WITHIN THE GAME
We'll give you two. The Ravens on Hernandez and the Patriots on Terrell Suggs/Haloti Ngata. For Baltimore, they need to find Hernandez and then cover him. Do they do it with corners, safeties or linebackers. And how do they stop him from making the first man miss? For the Patriots, they need to keep Suggs from making a game-altering play coming off the edge. Matt Light's had a terrific year, but he may need help there. And Ngata on Dan Connolly is not a good matchup for New England. He'll need help in there.

PATS GOTTA STOP
Ray Rice. He led the NFL in yards from scrimmage in 2011. He's hard to find and when he's found, he's hard to catch. When he's caught, he's hard to bring down. It takes a?village to stop him and the Patriots defense can't let him get through to the second level because he's a home-run hitter when he does. ?

RAVENS GOTTA STOP
For weeks, I've been alternating between?Gronkowski and?Welker.?In the past few weeks, it's become clear, thouhg, that it's Hernandez that's causing the most chaos for defenses.?The Patriots line him up all over the place - wide receiver, slot receiver, running back and conventional tight end. Finding him is a chore. Covering him is worse. ?

DON?T BE SURPRISED IF
It's a very, very low-scoring first half as both teams feel each other out and the Patriots try to decipher how best to attack the Ravens defense.

THAT SUMS IT UP RAVENS STYLE
?What makes Tom Brady such a good player?? Maybe one of the elite quarterbacks that ever played the game?? The thing is he has total control of what they?re doing offensively, first of all.? That?s where it starts. They?ve definitely built an offense around him." - John Harbaugh, Ravens head coach.

"The Artist," "Thor" among Costume Guild nominees (Reuters)

LOS ANGELES (TheWrap.com) ? Thor's hammer and cape and the "Bridesmaids" dresses will both vie for honors at the 14th annual Costume Designers Guild Awards.

The guild announced its list of nominees, with a diverse list of contenders that included "Thor," "Bridesmaids," "The Artist," "Harry Potter and the Deathly Hallows -- Part 2" and The Girl With the Dragon Tattoo."

On the TV front, HBO's "Boardwalk Empire" and "Game of Thrones" are both up for nods, as well as Showtime's "The Borgias" among others.

The ceremony, which will be hosted by Jane Lynch of "Glee" (which is also up for an award), will take place on February 21 in Los Angeles.

Jackson doc won't be asked to pay restitution (AP)

LOS ANGELES ? Prosecutors will not seek restitution against the doctor convicted of killing Michael Jackson after conferring with the singer's parents and attorneys for his estate and children.

The request for payments from Conrad Murray was withdrawn Wednesday during a brief court hearing, just days before a judge was scheduled to consider how much the former cardiologist should pay to members of Jackson's family or his estate.

Deputy District Attorney David Walgren told the judge handling the case that he was withdrawing the restitution request after speaking with Jackson's mother, Katherine, and attorney for his father, Joseph. Walgren also consulted with an attorney for the singer's estate and a court-appointed attorney representing the interests of Jackson's three children, a transcript of the proceedings shows.

Murray remains in jail after being convicted in November of involuntary manslaughter. He was sentenced to serve four years in jail, but his incarceration will be cut in half due to overcrowding and California's budget crunch.

Jackson's estate estimated the singer would have earned at least $100 million if he had performed his "This Is It" concerts planned for London's O2 arena. Murray might have also been found liable for Jackson's funeral expenses, which totaled more than $1.8 million. Murray's attorneys said he had nowhere near the money to pay either amount, and he filed paperwork last month indicating he is indigent.

Superior Court Judge Michael Pastor ruled that the family was waiving its right to restitution permanently, although two separate cases pending in a Los Angeles civil court seek damages for the King of Pop's June 2009 death. Katherine Jackson is suing concert giant AEG Live, which was promoting Jackson's planned series of comeback concerts, claiming they failed to properly supervise Murray.

Joseph Jackson is suing AEG Live, alleging negligence by the entertainment promoter in his son's death, and he is suing Murray for wrongful death in the case.

Murray's attorney, J. Michael Flanagan, said he was pleased to have the restitution issue resolved. Flanagan said during Wednesday's hearing that he intends to seek bail for Murray while he appeals his conviction, according to the transcript, but he was told to put the request in writing.

The fate of Joseph Jackson's civil case remains unclear. A California bar court in Los Angeles recommended Friday that the Jackson family patriarch's attorney, Brian Oxman, be barred from practicing law because of conduct on other, unrelated cases. Oxman filed Joseph Jackson's lawsuit in federal court on the one-year anniversary of the singer's death, but a judge later ruled it should be heard in state court. Oxman is the only attorney who has been listed on the case so far and has been a vocal antagonist against Murray and AEG Live.

Reached by phone, Oxman declined to comment on the recommendation, which still must be approved by the California Supreme Court.

The disciplinary court found that Oxman and his wife, who is also his law partner, mixed clients' and personal funds in an effort to evade creditors and sanctions imposed against Oxman. He had been disciplined previously, which the court cited among its reasons for seeking the revocation of his law license.

US: Strong signs Iran is giving Syria weapons (AP)

WASHINGTON ? A senior Obama administration official says a recent visit by the commander of Iran's elite Quds force to Damascus is the strongest sign yet that Iran is supplying weapons to aid Bashar Assad's crackdown on the Syrian people.

The U.S. has long said Iran is helping drive the deadly crackdown on dissent in Syria. But the official says the visit by Quds Force Commander Ghassem Soleimani provides a concrete example of direct high-level cooperation between Iran and Syria.

The official spoke on the condition of anonymity because the person was not authorized to speak publicly.

Iran is one of the few international allies that Syria has left after its nearly year-long crackdown.

Analysts mull impact of accident on cruise sector

(AP) ? Shares of cruise operators declined on Tuesday, with analysts questioning whether the capsizing of a Carnival Corp. vessel would hurt travel demand just at the start of the important bookings season.

The Friday night capsizing of the Costa Concordia off a Tuscan island has left at least 11 people dead, according to the latest reports on Tuesday.

Miami-based Carnival Corp., which owns the Italian operator, estimated that preliminary losses from having the Concordia out of operation at least through 2012 would be between $85 million and $95 million, along with other costs.

Greg Badishkanian of Citi Investment Research said in a client note that the accident could be an overhang on shares of Carnival and rival Royal Caribbean Cruises Ltd., as it took place during the cruise industry's busiest booking period of January through March, commonly known as wave season.

Badishkanian said that cruise booking volumes likely fell 6 percent to 10 percent over the past few days but stressed that the decline is within normal day-to-day volatility.

Pricing is still firm and there has been no material increase in cancellations, he added, "which means there is no major passenger fear of cruising thus far."

But Badishkanian says that negative press surrounding the capsizing is not helping, as pictures and videos are more graphic and widespread than previous cruise incidents.

"The media coverage could also be prolonged as the 100-year anniversary of the Titanic is in three months," he added.

In two separate reports, Susquehanna Financial Group's Rachael Rothman lowered the ratings of Carnival and Royal Caribbean, also based in Miami, to "Neutral" from "Positive." She also reduced Carnival's price target to $29 from $40 and cut Royal Caribbean's price target to $26 from $39.

The analyst said that the bad press will probably "be a severe headwind to bookings in the months ahead," adding that wave season can make up close to about 35 percent of annual bookings.

Carnival's stock slid $4.68, or 13.7 percent, to close at $29.60, its lowest point since last October. The stock is trading at the low end of its 52-week range of $28.52 to $48.13. Shares of Royal Caribbean fell $1.78, or 6.2 percent, to $26.97.
